In September 2025, NKDB released its latest report, “Transnational Repression and Exploitation of North Korean Workers in Russia,” with support from the Embassy of the Netherlands in Seoul.

The report, authored by NKDB – with the legal support of UpRights – exposes how North Korea’s labor export system has hardened into a mechanism of transnational repression—fueling exploitation under the guise of sanctions evasion.
